How can I tell a sewer blockage from a stormwater one?

Sewer trouble shows inside the house: gurgling traps, a pan filling when the laundry empties, or a floor drain backing up. Stormwater trouble shows outside, usually while it rains: water pooling at grates or a soggy pit that never dries. One slow fixture is a local clear; several at once points to the main line.
